My university averages SGPAs equally — what do I enter?

Give every semester the same credits (for example 1) and the result becomes a simple average, matching that rule.

Can CGPA be compared between universities?

Not reliably. Grading scales, credit structures and conversion rules differ, which is why forms usually ask for the CGPA plus the governing scale.
